'Review setting up agency to eradicate poverty'

A WORKING committee chaired by the Deputy Minister of MCYS has been established to review the suitability of establishing a National Poverty Eradication Agency, which will be responsible for implementing action plans to eradicate poverty in accordance to the proposals from the recent poverty research.

Minister of Culture, Youth and Sports Yang Berhormat Pehin Orang Kaya Pekerma Laila Diraja Dato Seri Setia Hj Hazair Hj Abdullah said that during a meeting held on January 31, 2012, the National Social Issues Council agreed that the estimation of the poverty line obtained from this research is to be adjusted with the results of 2011 research on family expenditure by the Department of Economic Planning and Development.

In response to the question posed by Yang Berhormat Pehin Datu Imam Dato Paduka Seri Setia Ustaz Hj Abdul Hamid Bakal about those categorised as poor, he informed the Eighth Legislative Council meeting yesterday that as of January 2011, there are 3,869 people who are receiving welfare assistance as heads of their families.

Applications are assessed by the monthly welfare assistance assessment committee chaired by the Deputy Minister of Culture, Youth and Sports and its members, said the minister.

The members comprised senior officers from the Ministry of Finance, Ministry of Education, Ministry of Home Affairs, Ministry of Health, Brunei Islamic Religious Council (MUIB) and Yayasan Sultan Haji Hassanal Bolkiah, while the Department of Community Development (JAPEM) acts as the committee secretariat.

The committee assesses whether these applications are qualified to receive aid by using the average rate of income of $150 per person applicants who do not have income or a monthly income rate below $140 following deductions for electricity and water bills will be considered, he said.

Study to classify people under poverty

THE findings of the Family Expenditure 2010/2011 study will be used as benchmark to determine the income level of Bruneians and residents who are in poverty.

Yang Berhormat Pehin Orang Kaya Laila Setia Dato Seri Setia Hj Abd Rahman Hj Ibrahim, Second Minister of Finance at the Prime Minister's Office, informed Legislative Council (LegCo) members at the fourth day of its Eighth Session that the report based on the study conducted under the Statistics Act, Chapter 81 by the Department of Economic Planning and Development (JPKE) from April 1, 2010 to March 31, 2011, is aimed at gathering information regarding household income and spending patterns.

The report is likely to be published in the second quarter of this year, the minister said, adding that the study will also compile a list of goods and services for the Consumer Price Index (CPI) and provide information for national accounts statistics and social statistics. YB Pehin Dato Hj Abd Rahman said the study was still undergoing data analysis, and added that its findings will benefit the private sector, academic researchers, students and the public for both research and personal purposes.

"Insya Allah, the findings of this study will be fully utilised," he said. He gave this information in response to Yang Berhormat Hj Mohd Yusof Dulamin, Mumong Village Head of Belait District, who asked the minister whether the results of the study have been able to determine the actual income in categorising individuals living in poverty.

The minister said from time to time, JPKE under the Prime Minister's Office conducts studies that concerns socio-economic issues of the country.

Towards poverty eradication

Another budgetary priority that was highlighted by Minister of Finance II at the Prime Minister's Office, YB Pehin Orang Kaya Laila Setia Dato Seri Setia Awg Hj Abdul Rahman bin Hj Ibrahim during the morning session of the 8th Legislative Council meeting yesterday was that of poverty eradication.

Measures will be taken on an ongoing basis to allow this issue to be addressed in an effective and integrated way, the minister said.

"Efforts taken include initiatives focused on enhancing the capacity of individuals, including the provision of opportunities, and access to education and extensive training and so on," he said.

Among the special assistance that will be given include an allocation of $3 million under the Ministry of Education to help children from disadvantaged families to attend school (including religious school); $13 million to fund the provision of hire vehicles to transport students in need; and $9 million for the construction of a hostel for the Youth Development Centre to facilitate students in attending training and courses.

In addition, a number of assistance programmes are also provided by the relevant agencies, which include welfare assistance to the less fortunate, the elderly and disabled; as well as providing assistance for education, housing, medical and health care.

The Ministry of Culture, Youth and Sports has also introduced the Community Service Scheme for the monthly welfare recipients. The move, which is dedicated to recipients who require assistance due to their physical and mental challenges, hopes to instil attitude and culture of independence among them, and also allow them to contribute to the development of this country.

Finally, with the introduction of new tariffs of electricity usage for the public housing sector, which was introduced January 1, 2012, it is also hoped to reduce the burden of expenditure, particularly for low earners, and promote a culture of thrift in the application of electricity in this country.
